Description
One of the main features we are keen on is to have a sort of intra-portlet communication. Example:
We want a page having a portlet which contains a navigation bar; when the user clicks on a link on the navigation, we would like another portlet to display the results of the action invoked by the link on the navigation bar.

Yes, i think this is very useful. So not everytime we have to use the "group pages" for navigation.
I think with the implementation of this, it will increase the ease of use for user when navigating around the portal. Given many website design, most of them have navigation menu rather than "group pages navigation".
Also navigation menu also act like sitemap for people to have a general overview of everything in the website. Whereas, liferay's "group pages navigation" does not show because the portlets are hidden within the page.
