Make sure that Publish to Remote from Stage always pulls from Live to not break the workflow

Also, in order to allow the Staging Manager to create global Scheduled Remote jobs, we need to give them access to the Publish to Remote dialog from the Stage env (without the need for a Proposal to exist).
