PASSED Manual Testing using the following steps:

1. Create a test user

2. Change the time zone for the test user

3. Change Server Administration > Mail settings

4. Add a New Event, set the email reminder to 5 minutes, and invite the test user

5. User Signs in and edits the event

6. Under the Reminders section, update the minutes to 1 for email reminders for "This Instance only"

7. User asserts that an email reminder is sent 1 minute before the event

The event notifications are working correctly and are sent in a timely manner. It is important that the test user's time zone is set correctly, because the default time zone for all users is set to UTC. Once that is in place, the reminders about the event are sent and received properly, and the content of the email correctly matches the information of the event.
