Shutdown warning message doesn't appear for the users

Description

The top_messages.jsp is not called so the shutdown warning message will not display for the visitors of the portal.
How to reproduce:

  1. go to Control Panel >Server Administration>Shutdown

  2. enter Number of minutes and custom message fields

  3. click Shutdown
    Effect: You will see warning bar but without your custom message

PASSED Manual Testing following the steps in the description.

Tomcat 7.0 + MySQL 5. 6.1.10 EE GA1.

Shutdown warning message doesn't appear.

Hi Guys,

I think this fix is overdone, all that's needed is add top_messages.jsp to dockbar/view.jsp
