Currently Liferay provides two ways of creating sites: communities and organizations. This causes confusion to some users who don't know which one to use and makes it harder to design a portal because it requires deciding up front.

The goal of this improvement is to make it more obvious how to create a site in Liferay while preserving the benefits and differences that currently exist in organizations and communities

Passed Manual Testing with the following steps:

1. Go to --> Control Panel --> Users and Organizations
2. Add --> Regular Organization --> Enter 'Test Organization' in the Name field
3. Click Organization site --> Flag 'Create Site'
4. Select a Page Template in the Public Pages drop down
5. Select 'Default' in the Private Pages drop down
6. Click '<<Back'
7. Click 'Actions' near Test Organization --> Assign Users
8. Add 'Test Test'
9. Edit Test Organization --> Select 'Open' as the Membership Type
10. Navigate to 'Go to' drop down
11. Assert that 'Test Organization' displays in the drop down
12. Assert that the contents for the pages of the organization displays
13. Go to --> Control Panel --> Sites
14. Assert that Test Organization displays in the Sites list
15 Click Add --> Custom Site
16. Add Site - 'Test Site' in Details
17. Select page templates in the Public and Private Pages drop down
18. Save the new Site
19. Navigate to 'Go to' drop down
20. Assert that 'Test Site' displays in the drop down
