  LPS-28101	Web content names with escape characters not saving properly
  LPS-22659	Web Content - special characters in Display Page name are not properly escaped

Steps to reproduce:
1. Navigate to Control Panel > Web Content > Add
2. Enter "<!-- -->" for title (no quotes)
3. Enter Content and Save

You will notice that the Name section is saved as <!-- --> (See Attachment)
