Default Country field is filled

Description

1. Go to Control Panel -> Settings -> Addresses.
2. Click "+" button.

It auto selects "Zimbabwe" in Country field. It should be blank.

Same problem is in "My Account -> Addresses".

This issue can be reproduced by the following steps on:
Tomcat 7.0.23 + MySQL 5.0. 6.1.x Revision: 94635.

1. Create a basic user (screenname, email and name).
2. Edit the user.
3. Select Addresses under Identitification
4. Click to add additional address (first address can be blank).

additional steps:
5. Click to remove the first address
6. Then click to add additional addresses

Results: It is always selecting Zimbawbe as Country, when the field should be blank. It happens too if the last one address is deleted, or if there is some required field not filled-in, and country select is not filled-in.
