Pin the Dockbar function works only on one page.

Description

Steps to reproduce

  1. Login to the portal

  2. Activate dockbar pin

  3. Navigate to another page

Observe that the dockbar is no longer pinned. See attached screenshots.

Reopening to add 6.1.1 CE GA2. Close as Fixed.

PASSED Manual Testing following the steps in the description.

This pin function on the dockbar now works as intended.

I checked this bug on latest 6.1 CE GA1 and it still exists.

This is a regression bug - it is working on 6.0.x.
