Non localizable images get erased on content translation

Steps to reproduce:
1) Create a web content with an image field
2) Add the content without checking the "Localizable" check box and save
3) Add a translation and click on save.
4) ERROR: the image is lost when you access the content.

FAILED Manual Testing following steps in description.

Reproduced on:
Tomcat 7.0.21 + MySQL 5. 6.1.x Revision: 92667.
After I add a translation and click on save,I click back button(not click publish,because if I click publish,I couldn't reproduce it),
then access web content again,the image is lost.

Failed on:
Tomcat 7.0.21 + MySQL 5. 6.1.x Revision: 93295.
The image still lost when access the content.

I can see the image when access the content.

This fix provokes another bug (see LPS-23002), so another fix should be implemented having both issues into account

I can see the image when access in the web content.

Failed on:
Tomcat 7.0.22 + MySQL 5. 6.1.x Revision: 94339.
When I click show button, the image couldn't display.
