Translatable fields doesn't appear in the translation popup after structure modification

Description

Steps to reproduce:

Create a structure with at least one field (text)
Create a web content (without checking the "localizable" checkbox) and save as draft
Add a translation (say french) for the title and save
Click on the "localizable" checkbox, save as draft and click on "French" (which should appear in "Available translations" section

Result: the new translatable field doesn't appear in the popup
Expected result: the new translatable field appears in the popup
