Steps to reproduce:

1) Create a user
2) Create a role
3) Define permissions for this role
a. Under Portal > Add Announcements View/Update/Permissions/Delete
4) Create New Site
5) Assign role to created user
6) Assign created user to New Site
7) As SA, add Announcements Portlet to a page in New Site and add a few announcements
8) Log into New Site with created user and View Announcements Portlet

User will not be able to see any announcements.
