Page Customization inconsistency

Description

If Page Customizations are set using Manage -> Page -> Customization Settings the changes are not consistently displayed in the Manage -> Page Customizations overlays.

Steps to reproduce:
1. Select Manage -> Page
2. Click Customization Settings on the right side of the popover.
3. Select one or more (but not all) Customizable checkboxes
4. Click Save
5. Close the Manage Page popover.
6. Select Manage -> Page Customizations
Notice that customization overlays are only presented for the columns in which the Customizable checkbox was selected in the previous steps. Expected behavior would be that the previously selected Customizable columns would be green and the checkboxes selected. The unselected Customizable columns would be red with unchecked boxes. Please see the attached images. Customizable.png represents the end result of the above steps. The Customizable-Expected-Result.png represents the expected behavior after following the above steps.

*This issue is also reproducible on trunk. I do not know revision but was present on a trunk build as of Jan 5, 2012 at 5:00 pm central time.
