Collapse link does not have any alternative to the visual

Description

The panels in the portal (for example in the control panel) have a collapse/expand button, but users who can not use it would never know the functionality of this button.

In order to test it: hover the collapse/expand button with your mouse and check that you can read the text "Expand"/"Collapse" in your browser
