Changing the logo in Staging will change it in Live

Description

Steps to test it:

1. Activate Staging
2. Change the logo in the Staging Site
3. Go go the Live Site --> The logo shouldn't have changed
4. Go the the Staging Site and Publish to Live (the Logo option should be checked at the bottom)
5. Go to live --> Now the logo has changed

PASSED Manual Testing following the steps in the description.

Reproduced on:
Tomcat 7.0 + MySQL 5. 6.1.0 CE GA1.

When change the logo in Staging site. It also changed in Live Site.

The logo does not changed.
