Steps to reproduce:
1. Navigate to Control Panel > Users and Organizations > Add > User
2. Assign the password "test" to the user
3. Sign out and Sign in as user
4. Enter in "asdf" when prompted to change password
5. Navigate to Control Panel > My Account > Password
6. Enter "asdf" for current password and "test2" for new password and click Save
You will get a "You do not have the required permissions" error. (see attachment)
