Problem with page icons when staging enabled

Description

It is not possible to publish/remove page icons during local staging.

PASSED Manual Testing using the following steps:

1. Create a community.
2. Enable staging to the community.
3. Create a page to the community.
4. Publish the page. (Check all options)
5. Go to Manage Page.
6. Upload an icon to the page.
7. Republish the page.

Tomcat 6.0 + MySQL 5. 6.0.12 EE.
Tomcat 7.0 + MySQL 5. 6.1.x GIT ID: 616dd43ebe7e424677b3e18fd27fee7f848235f0.

The page icon can't be published.
