Language keys are in the wrong order in the email_notifications.jsp file. This is evident in this GitHub file: https://github.com/liferay/liferay-portal/blob/master/portal-web/docroot/html/portlet/portal_settings/email_notifications.jsp#L43

If you examine the order on Line 43 and then exam the section order they do not match up correctly.

Its no more an issue now. Order is changed and made it in proper order in Liferay 6.2 CE M4.
I can see order changes in below Git commit history.

So this issue is likely to be resolved in Liferay 6.2 CE M4 version and I recommend it to be fixed.
