  LPS-25188	User can't leave the Site freely
  LPS-25190	User can't leave User Groups freely
  LPS-25189	The Organization Administrator can't leave the organization.
  LPS-21665	Users who can't be unassigned from a Site still see the "Leave" link
  LPS-22300	Organization Owners can't create users

There is no option provided for user to leave the Organization unless Administrator do that.

Thank you for your report.

I don't believe that users are intended to be able to leave an organization. Only administrators can add/remove users in this case. Communities allow users to leave though. I will submit this to Support QA for verification on my comments here. Thanks!
