Web Content Template shouldn't be modifiable from Live

Description

Steps to reproduce:

1. Add the Web Content Display to a page
2. Add an article (which uses an structure and a template) and display it in the Web Content Display
3. Activate Staging
4. Go to Live. --> the user should not be able to modify the template

PASSED Manual Testing following the steps in the description.

Go to Live. --> I am able to modify the template.
