Editing the "Site Permissions" of User Group shows more actions that are really available

  LPS-25102	Site Settings available to any site member regardless of roles/permissions
  LPS-30116	Web-Content Edit -> Display Page - show only pages with "default" publisher available

Currently all the actions valid for sites are available, but this is an special type of site which does not support operations related to staging or site memberships (since memberships are managed at the user group level).

The same issue could potentially happen with page templates and site templates, so those two type of resources should be taken into account as well.

PASSED Manual Testing using the following steps:

1. Start liferay.
2. Go to Control Panel => User Group.
3. Add an user group.
4. Go to Site Permissions.
