Manage Site pages behaves as Manage Page

Description

Steps to reproduce:

1. Click on Manage Site Pages in the dockbar --> The dialog should open showing the LayoutSet options (Logo, Look and Feel) and in the tree, the root level should be selected, not the current page.

PASSED Manual Testing following the steps in the description.

Reproduced on:
Tomcat 7.0 + MySQL 5. 6.2.x GIT ID: 22b160cea2eca38a612d68bce9baccadc43ebc46.

When I open the dialog, in the tree, the root level isn't selected and the LayoutSet options isn't current.

Fixed on:
Tomcat 7.0 + MySQL 5. 6.1.x GIT ID: 6d6b8814da7c7295ed4cab8420e070793361f856.
Tomcat 7.0 + MySQL 5. 6.2.x GIT ID: 71ce8e940ae12bae24e2a5e14cf3f836bb291915.

When I open the dialog, in the tree, the root level isn selected and the LayoutSet options is current.

In 6.1.0-ce-ga1, it works fine.
