1. Start Liferay portal
2. Navigate to Control Panel > Site Settings > Staging
3. User selects 'Local Live', 'Enabled On Public Pages', and clicks Save
4. Click 'Back to Liferay.com' > Staging
5. Add > Page, naming it "test page"
6. Navigate to "test page"
7. Add > Web Content Display > Mark as Ready for Publication
8. User clicks Configuration (wrench) icon
9. User asserts that Configuration icon is unresponsive

I just followed the steps in the description using Liferay Portal Community Edition 6.2.0 CE (Newton / Build 6200 / January 18, 2012. The configuration icon worked fine in this case.

Then I tried updating my portal with the latest updates from master. This time I was unable to complete all the steps. I completed through step 5, and then on step 6 got this error message:

The requested resource was not found.
http://localhost:8080/web/guest-staging/%7Burl%7D

If I then click back to the Welcome Page, my test page does not exist.

I just updated trunk (commit 2c7e36abc927a2fdc1ecffab7536818623b1bd64) and I was able to complete all the steps without any errors.

This bug was fixed with:

LPS-25952 Unique IDs for action buttons and action links
fix SHA: 23b7372

This fix exists in trunk and 6.1.x and I am unable to reproduce in said branches. Please advise.
