After following the suggestions for bug LPS-16815

Login as super user
go to Control Panel > Users
click on export user button

It works, however try one more time there will be no response as if the export button is disabled

We are trying to reproduce your issue but were unable to reproduce on Tomcat + MySQL. May I ask what ADS solution are you using?
