Only the author of the latest published version has the authorisation to add a translation.

Description

Only the author of the latest published version has the authorisation to add a translation. The following steps can be used to reproduce the issue:

1 USER1 Adds a web content to a page
2 USER1 Adds some content in the default language
3 Give USER2 permissions to update the web content
4 USER2 adds a translation -> FAIL : you do not have enough permissions
5 USER2 make changes to web content in default language and publish
6 USER2 Add translation -> SUCCESS (which shows USER2 had the appropriate permissions)

Reproduced on:
Tomcat 7.0 + MySQL 5. Portal 6.1.10 EE GA1.

Only the last published version able to add translation.

Fixed on:
Tomcat 7.0 + MySQL 5. Portal 6.2.x GIT ID: c68f50f5f001d73021522bb43280a2c28cc9b0dc.

Able to add translation, if the users have permissions.
