Steps to reproduce:

1. Start Liferay 5.2.3
2. Navigate to Control Panel > Server Administration
3. Click on the Data Migration tab
4. Click on Execute next to "Convert legacy permission algorithm."
5. After the conversion finishes, shut down Liferay 5.2.3
6. Start Liferay 6.2.x with permissions algorithm set to 6.
   • A message will appear stating that the upgrading from 5203 to 6200 is not supported.

PASSED Manual Testing following the steps in the description.

Tomcat 7.0 + MySQL 5. Portal 6.2.x GIT ID: f972a8de2cb2f2571b815cec174c31a10fef5a17.

When upgrading, a message will appear stating that the upgrading from 5203 to 6200 is not supported.

Fixed on:
Tomcat 7.0 + MySQL 5. Portal 6.2.x GIT ID: 38f8cf921d68cb5ac79cc64a3e6a657fea241731.

I can upgrade from 5203 to 6200 successfully.
