Select and Suggestions Tags window displays behind Add Task window

Description

Select and Suggestions Tags window default displays behind Add Task window. When you click on the "Select Tags window" it moves in front of the Add Tasks window, but the default when you initially click "Select" or "Suggestions" the window displays behind.

Steps to reproduce:

1. Add Task Portlet
2. Click Tasks
3. Click Add
4. Enter description
5. Click "Select"
Tags window displays behind the "Add Tasks" window

Click "Select", Tags window displays behind the "Add Tasks" window.

Click "Select", Tags window displays before the "Add Tasks" window.
