Deploying welcome-theme before resources-importer-web causes the resources importer to not trigger properly

PASSED Manual Testing using the following steps:

1. Sign-in to Liferay
2. Deploy the Welcome Theme plugin
3. Assert that the console displays "Queueing welcome-theme for deploy because it is missing resources-importer-web"
4. Deploy the Resources Importer Web plugin
5. Assert the successful deployment of the welcome-theme
6. Click Go to > Control Panel
7. Click Sites
8. Click Add (dropdown menu)
9. Assert that 'Welcome Theme' displays as a menu option
