1. add structure (S1)
2. add template (associate structure) (T1)
3. create web content with template (W1) - approve
4. add content (W1) to page
5. create template (no structure) (T2)
6. publish to live
7. go back and add a structure (S2).. then edit the template (T2) and associate the structure (S2)
create a new web content (W2) with the template (T2)
8. publish to live

Can not publish to live the web content. Tomcat throw error message.
