Asset Publisher is not loading portlet CSS when added to a page

  LPS-27245	Asset Published portlet shows the css values

  LPS-13981	Portlets added to the page via the Dockbar "Quick Add" do not add their CSS or JS
  LPS-29862	Asset Publisher - Guest is not able to view content when the guest navigates to a page where an AP portlet has no content, and then content is added.

1. Add a blog entry and a web content
2. Add a new page
3. Add an Asset publisher --> The portlet looks unstyled

If you refresh the page the portlet looks fine again.

VERIFIED through Manual Testing following the steps in the description.

Tomcat 7.0 + MySQL 5. Portal 6.2.x GIT ID: d1bf3f0dcb8733fdead77464844c830d518c195a.

The portlet looks fine.
