Adding non-ajaxable portlets to a page doesn't work for struts portlets

Description

When adding non-ajaxable portlet to a page portlet should display " ... please refresh ...". This work only for non-struts portlets.

How to reproduce:
1, set <ajaxable>false</ajaxable> for Asset publisher portlet in liferay-portlet.xml (portlet ID = 101)
2, start portal
3, add Asset publisher to a page
4, you should see " ... please refresh .. " instead of rendered content of the portlet
