Site admins without Control Panel access cannot manage page or site pages

Description

Although by default the User role provides permission to access the Control Panel it is possible to remove that permission. If a site administrator does not have that permission, then upon clicking in the dockbar "Manage > Page", "Manage > Page Layout" or "Manage > Site Pages" he gets a permissions error. The expected result is that he should be able to manage all the pages of the site.

The issue seems to be fixed just as stated. I did a clean install and got it working.

Can you provide more details about how you tested this. Looking at the history of the ticket it shows that this fix was backported to the 6.1.x branch from which the GA2 version was created.

This issue is not fixed in Liferay 6.1.1 CE GA2. Please reopen and investigate.
