Default DDMStructures creation is not aware of portal available locales

Description

Steps to reproduce:

1) Set portal available lanaguages to another different than en_US (es_ES)
2) Shutdown portal
3) Restart portal

Expected behaviour: default DDMStructures should have portal default language as default
Actual behaviour: default DDMStructures are not created, because en_US is not present as available language.

PASSED Manual Testing using the following steps:

  1. Add ext.properties

    • company.default.locale=zh_CN

  2. Start server.

  3. Login liferay.

  4. Go to control panel.

  5. Click Display Settings in Portal Settings.

    • Check Default Language.

  6. Click Dynamic Data Lists.

  7. Click Add in Manage Data Definition.

    • Check Default language.

Reproduced on:

Tomcat 7.0 + MySQL 5. Portal 6.1.0 CE GA1.

You will see the it is always in "en_US" language.

You will see the Default language is your config the language not "en_US" language.
