Add Application Display Templates support for Tags Navigation

PASSED Manual Testing using the following steps:

1. Add Tags Navigation portlet to a page.
2. Click Options > Configuration
3. Click Setup tab.
4. Assert [Display Template] displays.
5. Assert [Manage Display Templates for Guest] displays.
6. Click Manage Display Templates for Guest.
7. Assert [Application Display Templates] box appears.

There is a Display Template dropdown and options to create and manage Application Display Templates.

8. Click Add > Tags Navigation Template
9. Upload a valid script or use the script editor to create a valid script and Save.
10. Assert [Your request completed successfully.] displays
11. In the Tags Navigation - Configuration window, select one of the scripts in the Display Template dropdown and Save.
12. Assert [You have successfully updated the setup.] displays

There is a Display Template dropdown and options to create and manage Application Display Templates. Adding a template and setting that as the Display Template works.
