Omniadmin isn't able to change user password when the changeable equals false in PasswordPolicy

This is the intended functionality. When an administrator wants to change the password of a user that is assigned a password policy that doesn't allow changing of the password either to the user or the organization the user is part of, he needs to temporarily disable the policy, change the password and then enable it back.

Steps:
1. Log in as Adminitrator user.
2. Go to Control Panel/Password Policy
3. Unselect 'Changeable' checkbox and save.
4. Create a new user by administrator.
5. Try to modify user's password.
The portal throws an Exception "Your password cannot be changed."
