  LPS-14146	A user gains permissions to edit / delete comments in the "Web Content Display" Portlet if it edits the 'Web Content' selection.
  LPS-10082	A user w/ the 'Update' Web Content Permissions can Add / Edit / Delete comments for the Web Content that they Edit.

When you 'define permissions' there is only 'view' and 'configuration'
for the 'web content display' 'portlet permissions'. So there is no way
to give permissions to users to edit or delete comments.

It is not within the portlet either. You have the ability to enable comments
for articles, however you can not give the permissions to edit or delete
those comments.
