Resources Importer New Feature:
This developer flag would be added to settings.json, when enabled and the theme is deployed it would overwrite the theme's site template.

I chose to add a portal property "developer.mode.enabled=false" to the resource importer instead. Setting it to true will delete layouts and resources of the site template/group and recreate from the new deployment. This allows for modifications to show without manual deletion of site template or dropping of the instance (guest group, Welcome Theme)

I ran into issues when it would try to reconnect the resources into the web content such as images into the web content. The images would show up blank.

Changes to the developer flag:

Instead of having the developer mode in the resources importer itself

Each plugin can enable it by setting:

resources-importer-developer-mode-enabled=true in their liferay-plugin-package.properties
