Add ability to configure and monitor backups from control panel.

Some of the features should be:
1. Configure frequency
2. During backup Liferay should move to read-only mode (or offline).
3. You could be able to see a report and history of backups.

This is a development idea proposed by the Liferay Spain User Group (#LSUG) to be implemented and contributed in case the #LSUG members vote it
