Error when deleting and adding a shipment

1. Create an order
2. Add a shipment for that order
3. Note that you can no longer add a second shipment for that order.
4. Delete the shipment
5. Note you can add a shipment again for that order
6. Re-add a shipment for that order

Expected: The request should go through without error

Actual: You receive an error. However you will see that a shipment was created. If you attempt to add another shipment, you see that order as an option now.
