Cannot upload icon to payment options

When editing a payment option in the Payment Methods tab of a Commerce site's settings, I am not able to change the icon. I have tried .png, .svg, .jpg, and .ico files and every upload I do results in a message that says "Success: Your request completed successfully." but when I navigate back to the Payment Methods, the icon has not changed. All my requests result in the following console warning:
