When configuring tax and discount percentages, provide support for localizations that use commas instead of decimals.
For example, if you have set the locale to a locale that uses the comma as a radix point (German is an example), you could enter a tax rate of 10,5%. Currently you would have to enter a tax rate of 10.5%.
