As a store administrator, I shouldn't be able to create a personal account with multiple users

Steps to Reproduce

1. Use Minium Demo Pack for convenience OR create at least two users.
2. Go to Control Panel → Users → Accounts
3. Click the button to create a new Account
4. Create an account with the type Personal. Save.
5. Click on the Users tab. Add users by clicking the button and select two users. Save.

Expected Behavior
Can't add two users by the nature of personal accounts.

Actual Behavior
Can successfully add two users to a personal account.
