FedEx Service Types gets Selected/Deselected when adding other options

Description:
When selecting service types for FedEx Shipping Methods, the first option (FedEx Europe First International Priority) will randomly select/deselect when adding additional options.

Steps to Reproduce:

1. Control Panel (Site Administration) > Commerce > Settings
2. Click on Shipping Methods tab > Select FedEx > Click on Configuration tab
3. Under Service Types, select different options and observe the first option (FedEx Europe First International Priority).

Expected Result: Options that are selected do not get deselected.

Actual Result: The first option (FedEx Europe First International Priority) is randomly selected/deselected when adding other service types.

NOTE*: This doesn't happen consistently, but randomly.
