Variable Rate Shipping Method is not available at checkout

Description:
Variable Rate shipping is unavailable when activated.

Steps to Reproduce:
1. Control Panel > Sites > Sites > Create Minium SIte
2. Control Panel (Site Administration > Commerce > Settings
3: Click Shipping Method Tab > Select Variable Rate
4. Add Shipping Option:
Example:

Name: 2 Day Ground
Description: 2 Day Ground
Priority: 3.0

5. Click Save
6. Click Shipping Option Settings > Click + to add new Shipping Option Settings
7. Fill out Shipping Option Settings fields > Click Save
8. Click Details tab > Toggle active to Yes > Click Save
9. Go to site > Add products to Cart > Checkout
10. Fill out Shipping Address > Click Next

Expected Result: Variable Rate Shipping is available

Actual Result: Variable Rate Shipping is unavailable.
