Document the new pricing engine developed within COMMERCE-2544

Background

Knowledge management is ultimately responsible for producing documentation, but as the product team we need to assist them with source material which they can use to make polished end user/developer documentation.

Since we are introducing a new pricing engine and allowing SIs to create their own custom pricing engines, we should produce developer documentation on the creating a custom pricing engine.

Requirements

1. Produce source material documenting how to develop a new pricing engine
