Scope shipments to the virtual instance level

Shipments are currently scoped to a channel, but I can't think of a good reason why they need to be. It would be nice to scope it to the virtual instance level so

1. Shipments can be composed of orders from multiple channels, not just a single channel
2. Buyers can see shipments for all of their channels in the context of a specific channel
