Pending Orders and Placed Orders aren't showing up in the Open Carts widget for the Buyer role

Assumptions

1. Used Minium to initialize a site and therefore have the OOTB Buyer account role on the virtual instance

Steps to Reproduce

1. Go to the site created by Minium logged in as the buyer (Mike Smith) or a user with the Buyer role
2. Create an order by adding items to the cart
3. Go to the /pending-orders page

Expected Behavior

The pending order can be seen by the user

Actual Behavior

The pending order cannot be seen by the user, even though it shows up in the account/order selector

• Additionally, if you check out the order, it does not show up in the Orders widget (/placed-orders page)
