Background
Currently, we don't allow the management of order notes after they're placed. This becomes an issue for sellers who communicate with their customers about orders after the order is placed, e.g. during the order acceptance process.
Definition of Done
- We create a second permission for managing order notes of placed orders which is independent of the permission to manage order notes for open orders
- This permission, when granted, gives users the ability to create new order notes on orders that have been placed even without having Control Panel access
- This permission is granted via the Control Panel in Roles management
