Deactivating multiple accounts causes all accounts to be activated

Assumptions

1. At least one channel
2. At least one site linked to the channel
3. At least one page with the Accounts widget on it
4. At least two accounts
5. Logged in as an omni admin for convenience

Steps to Reproduce

1. View the account list on the account page where the Accounts widget is placed
2. Click the action menu → Deactivate for one of the accounts
3. Click the action menu → Deactivate for the other account

Expected Result

Both accounts are deactivated

Both accounts are activated
