As a developer, I want the Sort By functionality in its own widget so I have more control over the placement of the menu on a page

Definition of Done

1. The Sort By functionality added in Commerce 2.0.7 is moved out of the Commerce Search Results widget and into its own widget
2. This widget is organized in the Commerce section of the widgets
3. This widget is named "Sort"
4. The widget is not instance-able (Can Be Added Once)
5. Minium and Speedwell accelerators are updated to include this new widget and the placement is in line with the design mocks

Technical Assumptions

1. Functionality is encapsulated in a standard Liferay widget
