Changing the selected Shipping Address in order details doesn't work

      Description

      Assumption:

      • **For convenience, create a Minium site

      Steps to reproduce:

      • Go to Minium
      • Go to Account Management
      • Add a new account(Test Test as admin)
      • In the account details, add a new "Shipping and Billing" address
      • Add a product to cart
      • Go to CP -> Commerce -> Orders
      • Enter the order you just created
      • Click on Shipping Address's edit button
      • Add a new Shipping Address
      • Click on Shipping Address's edit button
      • Using the radio button, select one address instead of another and then Submit

      Expected Behavior:

       After clicking Submit, the shipping address should be successfully changed.

      Actual Behavior:

       After clicking Submit, the shipping address isn't changed.
